A. Software and DevOps Engineering
Designing, developing, and maintaining software services and applications that meet stakeholder and business needs.
This domain includes areas such as software architecture, agile planning, engineering, integration, QA/testing, DevOps engineering, as well as special topics like microservices, serverless, event-driven development, and more.
B. Insfrastructure • Operations • Platforms
Building and managing resilient, scalable, and automated IT infrastructure to support digital transformation and business agility.
This includes traditional infrastructure (eg. compute, networking, etc.), relevant cloud services, and platforms that automate development, deployment and management of software and applications.
C. Data & AI Products
Assesses the organization’s maturity in Data & AI across the full lifecycle: from foundational data platforms, security, and quality, to analytics, enablement, machine learning, responsible AI, generative AI, and workforce adoption.
Focuses on how data and AI are leveraged for reliability, compliance, insight, innovation, and business value.
D. Security and Governance
This section assesses how security, compliance, and governance are embedded across infrastructure, development, and operations — from identity and secrets to secure delivery, policy guardrails, and incident response.
It emphasizes scalable controls, developer enablement, and alignment with frameworks such as NIST CSF and OWASP SAMM.

What is the SoDA survey?
The State of Digital Agenda (SoDA) survey is a structured self-assessment that helps organizations understand their position in four key digital-related domains: Data and AI, Development and DevOps, Infrastructure and operations, and Security and governance. It’s a way to map today’s reality while pointing toward tomorrow’s potential.
Why is SoDA useful?
Because digital transformation isn’t just about keeping up — it’s about knowing where you are, where you’re headed, and what matters most. SoDA helps your team align on current practices, surface improvement opportunities, and guide investments.
Is this survey tailored to the Greek market?
Yes — and unapologetically so. While the model reflects global best practices, it is calibrated for Greece’s economic, industrial, and organizational realities, where most enterprises are small to mid-sized, resource-constrained, and often stretched across legacy and modern systems.
Some of these survey topics feel too advanced for us. Is that normal?
Yes — and that’s exactly the point. SoDA intentionally includes questions that reflect cutting-edge practices (like MLOps, progressive delivery, or policy-as-code) even if they’re aspirational for many Greek organizations today. The goal is not to judge, but to map the gap between where we are and what’s possible.
Why include questions on things we haven’t started yet?
Acknowledging what’s not yet in place is an important source of insight. Asking about “frontier” topics helps teams and leaders have realistic, grounded conversations about priorities, readiness, and timing — especially in environments where constraints are structural, not just technical.
Is SoDA suitable for small or mid-sized Greek companies?
Absolutely. It was designed for enterprise, as well as for mid-market and mixed-maturity teams — those with ambition, talent, and constraints. SoDA gives these teams a language and a framework to articulate needs, track progress, and justify priorities.
Does the survey reflect realities across Greek sectors (e.g., retail, shipping, banking)?
While not sector-specific, SoDA recognizes that Greece has industry clusters with distinct challenges. The insights can be interpreted and applied contextually — for example, how observability or compliance differs in a retail vs. maritime setting.
